Project information: the Government of Togo intends to build a 120 MW dual-fuel thermal power plant at the Lomé Thermal Power Station site, with financial support from the World Bank. The project addresses the shortfall in dispatchable capacity of the national power system, whose peak demand — estimated at 360 MW in the first quarter of 2026 — is growing at approximately 10 per cent per annum. It falls under the National Energy Compact adopted within the Mission 300 initiative.
The envisaged contract covers the design, supply, installation, testing and commissioning of the plant, in a modular configuration of dual-fuel reciprocating engine units running on natural gas with liquid fuel back-up, together with the training of personnel and a maintenance undertaking following provisional acceptance. Connection is to the 161 kV transmission network. Site preparation and the environmental and social impact assessment are the responsibility of the Employer.
The selection process is expected to be launched in the fourth quarter of 2026. Ahead of this, the project wishes to consult market participants and gather their views. The objectives of this notice are as follows:
- to gauge market interest in the proposed project;
- to obtain feedback on the principal requirements, risks and opportunities of the project;
- to identify prospective partners in the sector.
Technical and contractual details will be presented during the session.
Who should participate: contractors and EPC firms with proven experience in the turnkey delivery of thermal power plants of comparable capacity, together with operators providing maintenance services for thermal generating assets. Togolese and regional firms that may act as subcontractors are also invited.
